NYS PRODUCTION TAX INCENTIVES = JOBS for small businesses Click to watch testimonials from lumber yards, dry cleaners, restaurants, waste collectors and florists Caroline Bell opened the first Café Grumpy in Greenpoint, Brooklyn, in 2005. Bell attributes its success—which allowed the company to expand to six locations—directly to New York’s entertainment industry. “Our first year in Greenpoint was super slow except for the movie studio business we got,” Bell said, referring to Broadway Stages, the full-service production facility. “It was people coming in during their breaks from filming and ordering a bunch of coffees at once that kept us in business. Also the little boosts from productions renting our space, even a few hours, kept the business alive and helped us expand.” Record Number of Shoot Days Take Place Outside of New York City 2015 Reflects Significant Growth in Production Activity Upstate and on Long Island Productions shooting outside of New York City bring significant jobs and spending to local economies with hotel nights, local crew, catering, materials and equipment The record number of productions applying for the New York State Film Tax Credit Program in 2015 has led to a record-breaking increase in the number of shooting days taking place all across the State, with significant increases in several Upstate regions. Of the 202 productions that applied to the program in 2015, 105 (52 percent) had at least one shoot day outside of New York City; that is a meaningful increase of almost 19 percent over the 90 productions that shot outside the city in 2014. Qualified expenditures outside New York City have been rising as well, with more than $200 million in projected spend in each of the last two years. In 2015, 7.8 percent of estimated qualified NYS expenditures have been incurred outside of NYC, up from 1.9 percent in 2010, the year before Gov. Andrew M. Cuomo took office. Upstate regions that saw significant bumps include the Mohawk Valley, which hosted four productions with 66 shoot days representing over $2.4 million in total New York spend, and Central New York, with 40 shoot days from two productions representing over $4 million in total New York spend. In Western New York, the big news was a major second-unit shoot for Teenage Mutant Ninja Turtles 2 that created an estimated $9 million in the local economy. Seven independent productions shooting 108 days in the area added more than $3 million to that total. In the Mid-Hudson region, shoot days rose to 694 in 2015 — an increase of almost 32 percent over 2014 — from 56 productions shooting in the area. Productions shooting outside of New York City bring significant jobs and spending to local economies with hotel nights, local crew, catering, materials and equipment.
